The ISO/IEC 18013-5 standard defines an mDL as a driving licence that resides on a mobile device or requires a mobile device as part of the process to gain access to the driver’s licence.
It also provides interface specifications for the implementation of a driving licence in association with a mobile device.
Stakeholders
The mDL ecosystem stakeholders:
• The mDL holder – an individual who chooses to have and use an mDL. The mDL holder is the legitimate owner of the identity and associated with the physical DL card and the mDL.
• The Issuing Authority (issuer) is an entity that enrolls and verifies the holder identity and provisions the mDL.
• The relying party (verifier) is an entity that requires an identity or verified biographical information to provide a product, service, or entitlement to a holder.

User authentication:
• Digital ID or any other trusted on-line authentication method
• Know Your Customer (KYC) process based on identity document mDL provisioning
• Issuing mDL for authenticated and valid request
• Mobile app/digital wallet for mDL storage
mDL validation
• Supports multiple transmission technologies relying on secure device-to-device protocol for sharing mDL information
• Offline support – in case either the mDL device or the verifier device does NOT have a network connection, data can be shared between devices
• mDL holder releases the data elements requested by a relying party and only after explicit consent.
