Mobile Driver’s License

mDL is a digital license on your mobile device, giving drivers a secure, verifiable ID. Signed and validated by the Issuing Authority, it ensures trust and authenticity anywhere.

Technology and standard behind

The ISO/IEC 18013-5 standard defines an mDL as a driving licence that resides on a mobile device or requires a mobile device as part of the process to gain access to the driver’s licence.

It also provides interface specifications for the implementation of a driving licence in association with a mobile device.

Stakeholders

The mDL ecosystem stakeholders:

• The mDL holder – an individual who chooses to have and use an mDL. The mDL holder is the legitimate owner of the identity and associated with the physical DL card and the mDL.

• The Issuing Authority (issuer) is an entity that enrolls and verifies the holder identity and provisions the mDL.

• The relying party (verifier) is an entity that requires an identity or verified biographical information to provide a product, service, or entitlement to a holder.

Reliable Identity Verification

mDLs offer a mechanism to obtain and trust the data from a mobile driver’s license, ensuring the integrity and authenticity of the mDL through cryptographic mechanisms and digital certificates managed by a public key infrastructure (PKI) under the control of the Issuing Authority.

Secure Data Transmission

The mDL reader requests the mDL holder’s information and exchanges the signed driver’s license data over near-field communication (NFC), Bluetooth Low Energy (BLE), or Wi-Fi. The reader then verifies the signature on the mDL data elements using the signer certificates, ensuring that the data is genuine and unchanged.

Privacy Protection

The mDL holder can control which personally identifiable information (PII) on the credential is shared, protecting the mDL holder privacy and restricting the amount of data that can potentially be compromised.

Streamline Operations

Privacy Protection mDLs can be updated immediately, ensuring that the holder’s information is always up-to-date. They also allow anyone who needs to validate a driver’s license or identity credential to do so with a high level of trust, either through direct interaction between the mDL and the mDL reader, or through online retrieval from the Issuing Authority.

International Interoperability

International interoperability facilitation by fully defining the mDL doctype and namespace, while also supporting domestic needs by allowing domestic namespaces.

Data Minimization

Supports data minimization, allowing the mDL holder to share only the fact that one is older than a certain age rather than one’s full date of birth.

Consent to Share

Allows the mDL holder to release only some of the data elements requested by a relying party and only after explicit consent.
